I was recently told that 'Royal Mail shouldn't pay £250 for agency drivers retraining" by the delivery office manager, and that I should speak to my agency, and there's nothing he can do. However, I've spoken to the driving training provider (Pertemps), a local union rep and my agency and they have all stated that Royal Mail do send both agency workers and regular employees to the driver training course. At the moment, I'm just being sent around in circles with no solid answer.

Does anyone know if this is true? If Royal mail are supposed to send all drivers to retraining if they're agency or a regular.

Just to confirm - are you currently working for royal mail in a driving capacity or are you just not being given hours?
