It won't be, no chance, unless you do a full office revision to try and and reach that scenario that's why it's more practical to quote a third and two thirds based on the overall time taken for the full duty.
Our office needs a full revision
Not because some of the paired walks are oversized and need loops taken off and duties put back in for DM26 to actually function; but because there are singletons (and most of them have less than 50% of firms) are clearing every day. Surely the whole idea of DM26 is to improve overall productivity and if there is spare capacity then that should be utilised?
Whether thats additional loops or an extra third doesn't really matter. What does matter is whether management really believe on an ad-hoc basis that asking someone to leave work on their frame to go and do someone's else won't lead to any confrontation. Because it will. And that brings us full circle to having a full revision to balance out everybody's workload so that everyone has a permanent full and light delivery specification.
From that you then decide how many duties, people and vehicles are required.
I really don't understand why management find this so difficult. It not as if they are trying to land people on the moon.
